MEASURE C – CITY COUNCIL TERM LIMITS
IMPARTIAL ANALYSIS OF MEASURE C
PREPARED BY THE CITY ATTORNEYMeasure C would limit the number of consecutive terms that any person could serve on the City Council of the City of Rancho Palos Verdes. Currently, members of the City Council may serve an unlimited number of four-year terms.
If Measure C were adopted, a person would be limited to serving two consecutive terms on the City Council. Any period of service on the City Council that exceeds two years would be considered a full “term” for the purpose of term limits. Any person who has served two consecutive terms on the City Council is not eligible to serve again until at least six months have expired after the end of that person’s last term of office. After the expiration of six months from the end of his or her last term, the person could be appointed or elected to the City Council.
The term limits ordinance would apply only to terms of office that begin after November 4, 2003. Current terms of office, or those previously served, would not count against the limit.
A “yes” vote on Measure C favors limiting Councilmembers’ terms of office to two consecutive terms. A “no” vote opposes limits on terms of office.
