CITY LICENSES / PERMITS

Who needs a business license in the City of Palos Verdes Estates?

Any person conducting business in the City (whether for profit or not) must obtain a business license.  Charitable organizations are exempt from payment of the business license tax, but must still obtain a license.  Religious and political organizations are exempt, provided they are not seeking charitable contributions. See Chapter 5.08 of the municipal code for more information.  Solicitors, whether charitable or commercial, must obtain a solicitation permit (photo ID issued by City) in addition to a business license.

In 1993, Council authorized home occupation businesses under certain limited conditions that ensure there is no impact on neighbors.  If you operate any business from your home, you will need to secure a home occupation permit.  Please contact the Finance Department at (310) 378-0383 for more information on home occupation permits.

How do I obtain a business license?

When are business license renewals due?

Licenses are issued by calendar year (January-December) and rates vary depending upon business type.   Business licenses should be renewed no later than January 31st each year, in order not to incur late penalties.    

A 10% penalty is added to the cost when business has commenced in the absence of a license.  See Chapter 5.16 of the municipal code for further information. 

How do I obtain a dog license?

All dogs within the City are required to be licensed by the City of Palos Verdes Estates Finance Department.  In addition to protecting public health, the license helps the Police Department contact owners of stray/lost dogs.  Licenses are issued and valid July through June. License fees are $12 for spayed/neutered and $24 for unaltered dogs.  A $10 penalty is added for licenses renewed after September 1.  At the time of obtaining a license, an owner must provide evidence of a current rabies vaccination.  The vaccination must be valid through June of the license year (puppies 6 months old or under are exempt and sick dogs are exempt with vets certification.  Owners must also provide evidence of spay/neuter (initial license only).

How do I obtain a film permit?

A film permit (and business license) is required for “Motion Picture” filming on public, commercial or private (residential) property.  Exemptions are provided for current news and filming for personal family use. A film permit is also required for “Commercial Still Photography” conducted on public, commercial or private (residential) property.  Exemptions for commercial still photograph include any photograph taken at the request of an individual, which photograph is of that person or their family; will become their personal property and will not be used in any advertising medium.  Rates for permits vary by type and location.
