Commission: COMMENTS FROM THE AUDIENCE (regarding non-agenda items): CONSENT CALENDAR: NONE CONTINUED BUSINESS: Request: A request to allow 3,592 square feet of additional floor area to an existing residential structure on a pad lot. The design of the addition will be two-story, located at the rear of the existing residence, and will attach to the existing detached garage. The project will result in a 6,606 square foot residence with attached garage. Although the roof ridgeline of the existing residence will not be raised, the resulting overall height of the residence will measure 33.48-feet, which exceeds the 26-foot height limit that may be requested. A new 196 square foot pool cabana is proposed at the rear of the property. Lastly, a total of 238 cubic yards of grading is proposed. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby denying Case No. ZON2002-00388. PUBLIC HEARINGS:
2. HEIGHT VARIATION PERMIT (CASE NO. ZON2002-00594): 4 Yellowbrick Road / Ramirez (ES) Request: A request to conduct 1,305 cubic yards of grading to accommodate a 7,563 square foot, split-level two-story, single-family residence with detached garage and storage on a vacant upslope property. The new residence will measure 11.5-feet high as measured from the highest existing (preconstruction) grade elevation to ridge, and 30-feet in overall height as measured from lowest finish grade elevation to ridge. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby conditionally approving Case No. ZON2002-00594. 3. VESTING TENTATIVE PARCEL MAP PERMIT (CASE SUB2002-00005): 7455 Via Lorado / Forouzesh (RL)
Request: A request to subdivide a 24,454 square-foot residential lot in the RS-4 zoning designation into two separate lots; one at 12,227 square-feet and the second at 12,227 square-feet. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-__, certifying the Mitigated Negative Declaration; and adopt P.C. Resolution No. 2003-__, conditionally approving Vesting Tentative Parcel Map No. 26692 (Case No. SUB2002-00005). 4A. P.C. RESOLUTION NO. 2003-__ Request: A request to construct a 5,336 square foot single-family residence and conduct 875 cubic yards of grading. The Height Variation is to allow the proposed project to exceed 16 feet in height. As proposed, the residence will measure 22.7’ from the lowest elevation where the finished grade is adjacent to the building foundation/slab to the highest roof ridgeline, and 15.5’ from the highest elevation where the finished grade is adjacent to the building foundation/slab to the highest roof ridgeline. The Grading Permit is to allow the 835 cubic yards of cut and 40 cubic yards of fill (875 cubic yards total). The Minor Exception Permit is to allow a 2’ encroachment of a balcony into the required 15-foot rear yard setback. The Coastal Permit is to allow development on a parcel within a non-appealable area of the City’s Coastal Specific Plan. Recommendation: Staff recommends that the Planning Commission adopt P.C. Resolution No. 2003-___; thereby denying, without prejudice, the Coastal Permit, Height Variation, Grading Permit, and Minor Exception Permit (Case No. ZON2002-00272). Request: A request to review the Draft View Restoration and Preservation Guidelines conceptually approved at the February 8, 2003 City Council/Planning Commission Joint Workshop. Recommendation: Staff recommends that the Planning Commission: 1) Review the Draft View Restoration and Preservation Guidelines conceptually approved at the February 8, 2003 City Council/Planning Commission Joint Workshop; 2) Provide Staff with any additional input and direction; and 3) Forward the Draft Guidelines to the City Council with the Commission’s recommendations.
