Each City in the State of California is required to have a general plan. The general plan provides the goals and policies of the City, and helps to define the long-term vision of the City. Development projects must be consistent with the General Plan, otherwise they can be denied. The general plan addresses such issues as land use, circulation, housing, conservation, open-space, noise, and safety. The general plan is implemented largely via the citys development code.
