The official City of Rancho Palos Verdes website (http://www.palosverdes.com/rpv/) is intended for City of Rancho Palos Verdes business only. It is intended to provide information about the operation of the City, to clarify the function of City departments and services and provide guidance to members of the public who desire or require City services. Information (words, photos and graphics) on the website is intended in every respect to be one-way and informational in nature. The City of Rancho Palos Verdes website is not a public forum, and nothing on the website or in these Website Policies is intended to directly or indirectly create a public forum or invite discourse.

What Type of Information the City Collects and How the City Uses the Information Collected

For site security purposes and to ensure that this website remains available to all users, the City has policies and practices in place to protect security and prevent malicious activity.
Except for authorized law enforcement investigations and the security purposes mentioned elsewhere in this notice, no other attempts are made to identify individual users or their usage habits.
The City’s website does not permit any person to upload any information or files onto the City’s website. Unauthorized attempts to hack into, or upload information or change information on this service are strictly prohibited and may be punishable under state and federal statutes including the Computer Fraud and Abuse Act of 1986 and the National Information Infrastructure Protection Act.
- What we collect if you volunteer information.
The City currently provides online services including online business license applications and non-emergency service requests, inquiries or comments. Other online services may be added in the future. If during your visit to the City’s website you submit an online business license application or send an email, or perform some other transaction on-line as may be available, the following additional information will be collected:
- The email address, and contents of email, for those who communicate with us via email;
- Information volunteered through an on-line business license application form;
- Information volunteered through on-line non-emergency service requests, inquiries or comments;
- Information volunteered for any other purpose;
- Information volunteered by participating in any other online transaction with the City as may become available in the future.
The information collected is limited to text characters.
The City uses your email address to respond to you if you submit an on-line application or non-emergency service requests, inquiries or comments. Other information contained in on-line forms is used only for conducting City business related to the online form.
Information provided for a transaction is used only for the purpose of completing and recording the transaction. Information requested will be no more specific than if a visitor were engaging in the transaction by other means, including by telephone or in-person while visiting a City facility. In all cases, the City strives to collect the minimum information necessary to comply with applicable law or provide the service requested.
The City does not sell, rent or otherwise distribute visitor's information, including electronic mail addresses, to any outside company or organization, unless legally required to do so. This applies to information that may be collected on the City's site and on that of any third party with whom the City contracts to provide Internet related services.
Personal Information and Choice
You may choose whether to provide personal information on-line.
“Personal information” is information about a natural person that is readily identifiable to that specific individual. Personal information includes such things as an individual's name, address, and phone number. A domain name or Internet Protocol address is not considered personal information.
We do not collect personal information about you unless you voluntarily provide it to us by sending us email, completing an on-line form, or engaging in an online transaction. You may choose not to contact us by email, provide personal information using an online form, or engage in an electronic transaction. Your choice to not participate in these activities or use an on-line service will not impair your ability to browse, read, or download general information provided on the site.
Public Access to Personally Identifiable Information
If personal information is requested on the City’s website or volunteered by the user, state law and the federal Privacy Act of 1974 may protect it. However, this information is treated like any other information provided to the City, and may be subject to public inspection and copying if not protected by federal or state law.
In the State of California, laws exist to ensure that government is open and that the public has a right to access appropriate records and information possessed by government. At the same time, there are exceptions to the public’s right to access public records. These exceptions serve various needs including maintaining the privacy of individuals. Both State and federal laws provide exceptions.
All information at this site becomes public record that may be subject to inspection and copying by the public, unless an exemption in law exists. In the event of a conflict between the City’s Website Policies and the California Public Records Act, the California Civil Discovery Act of 1986, the Information Practices Act, or any other law governing the disclosure of records, the California Public Records Act, the California Civil Discovery Act of 1986, or other applicable law will control.
The City of Rancho Palos Verdes only shares such public records with another government agency if the user’s inquiry relates to that agency, to protect the interests of others, to protect and defend the rights or property of the City of Rancho Palos Verdes or as otherwise provided by law.
While the California Public Records Act sets the general policies for access to City records, other sections of California code as well as federal laws may also deal with confidentiality issues.
Procedure for Review and Correction of Personally Identifiable Information
Unless otherwise prohibited by state or federal law, rule or regulation you will be granted the ability to review and correct the personally identifiable information collected. Each City service that collects personally identifiable information will allow for review and update of that information. Prior to revising your information available or making it available, the City of Rancho Palos Verdes will take reasonable steps to verify your identity.
Use of City Website by Children and Children’s Privacy
One of the City services online is to provide educational information about Rancho Palos Verdes; therefore, children are not restricted from visiting the City site. Children under the age of thirteen (13) are required to obtain the consent of their parents or legal guardian(s) before they may use the City’s online business license application, online non-emergency service requests or any other online service.
- If a child under 13 uses the City’s online email system for non-emergency service requests, inquiries or comments, information that could be collected from or for a child under 13 includes but might not be limited to name, address, telephone number, e-mail address, school, and hobbies.
- Parental (including legal guardian) consent must be obtained before any child under 13 may use any online City services. Submittal of the application or request for service constitutes certification by the user that he/she is over the age of 13; or if under the age of 13, that the child has the consent of his/her parents or guardians to use the online service. If any information practices change in a “material” way, a child under 13 must obtain a new consent from his/her parents or legal guardian(s) before the child may use the City’s online services. This includes changes in the kinds of material being collected, a change in how that information is being used, or if there is a change in the third parties that have access to that information.
- Parents will be able to review the personal information collected from their children. This will require verification of the identity of the requesting parent. See Procedure for Review and Correction of Personally Identifiable Information section for specifics.
- Parents will be allowed to revoke their consent and delete information collected from or for their children on request. When consent is revoked, the website will stop collecting, using or disclosing information from or for that child. Revocation may end a child’s participation in an activity if the information collected was necessary for participation on the website.
The federal Children’s Online Privacy Protection Act of 1998 (“COPPA”) is contained in 15 U.S.C. Section 6501 et seq. and the Children's Online Privacy Protection Rule, 16 C.F.R. With Whom We Share Information
We may disclose information about you if we have a good-faith belief that we are required to do so by law or legal process, to respond to claims, or to protect the rights, property or safety of the City of Rancho Palos Verdes or others.
Unless a particular web page on the City of Rancho Palos Verdes website indicates that encryption technology is being used, the user should not assume that information uploaded through that web page to the City’s web server will be treated as confidential. The City of Rancho Palos Verdes reserves the right to 1) deny an external link application as to any business or organization when it is determined, following review of a complete application, that the entity or organization for which application is made does not meet the criteria set forth in this policy; 2) deny an external link application as to any business or organization which fails to provide all required information, or fails to provide truthful information; 3) remove any external link if the nature of the business or organization to which the link relates no longer complies with the City's external link policy; or 4) to revise this policy without prior notice when to do so is deemed to be in the best interests of the City.
