John McTaggart for RPV City Council

Accomplishments

  • I have lived in Rancho Palos Verdes since 1962.  During this time, I have participated in and/or accomplished the following:
  • Was one of the founders and last elected President of the Palos Verdes Village Homeowners Association
  • Was one of the Founders of our City.  As such was a PVP Advisory Council Board Member two years before the City of Rancho Palos Verdes Was incorporated.
  • Appointed by the first City Council to the Planning Advisory Committee for two years.
  • Worked with the RPV City Council on subcommittees for the General Plan and the zoning code.
  • Member of the Planning Commission for eight years; served as Chairman and worked on the Coastal Specific Plan.
  • Served on the RPV City Council for 20 years.  During this 20-year period:
    • Served a mayor four times
    • Authored a landslide abatement grant bill in 1984 that netted $2 million.  This bill was co-authored by Jerry Felando and Bob Beverly.  Spent 14 days in Sacramento lobbying for the bill with members of the public.
    • Coastal Erosion Control and Mitigation: Worked for 14 years with the United States Corps of Engineers to provide a barrier to erosion at the toe of the Portuguese Bend Landslide.  This effort realized approximately $4.2 million in federal funds; however, the projected as presented by the Army Corps was rejected by the City Council and the community.  The Army Corps project was not one that would have been approved while a scaled down, close-to-shore project would have been more feasible.
    • One of the authors of the Prop M (View) ordinance
    • Negotiated the transfer of Shoreline Park from the County of Los Angeles to Rancho Palos Verdes.
    • Worked for seven years for the preservation of open space through the NCCP program.  Obtained $300 thousand for the project from state and federal resource agencies.
    • Along with Tom Hollingsworth, negotiated the elimination of millions of dollars in Los Angeles County liens against our residential property owners.  Supervisor Don Knabe helped us make this happen.
    • As a member of the RPV Cable Franchise Committee along with Peter Gardiner, established an educational television channel.
    • Suggested the use of rubberized asphalt for our roads.  It is the environmentally correct thing to do as it eliminates tons of used tires from landfills, is quieter, and lasts longer.
    • Insisted that the City start using HDP (high density polyethylene) pipe on storm water projects.  The material is strong, flexible, leak proof and permanent as compared to corrugated metal pipe that leaks and rusts away. Yes, it costs more but it is ideal for our soil conditions.
    • Board Member and Past President of the California Contract Cities Association
    • Board Member of the Los Angeles County/City Liability Trust Fund Oversight Committee.  This committee determines whether to settle claims against the Sheriff and Public Works or go to court.  The committee has saved the cities millions in liability claims.
    • SBCCOG Aviation Issues Committee Chair and member of the Steering Committee
    • Served on the PV Transit Board
    • Served on the County Sanitation Districts #5 and South Bay
    • Represented RPV on the MAX Transit Board.  The board consists of member agency representatives and manages the system through the Torrance Transit System.
    • Served on the SCAG Community Economic and Human Development Committee, SCAG Growth Visioning subcommittee, and SCAG Water Issues Task Force.

Outside the City but for the City:

  • Member of the SCAQMD Advisory Council for 7-1/2 years.  The A/C made recommendations to the board for new regulations.  The A/C was replaced by a “Scientific Advisory Panel (12/88).
  • Board Member and past chairman of the California Marine Affairs and Navigation Conference, (CMANC) a lobbying group for all of the ports and harbors of California.  RPV was a member.
  • A founder of the South Bay Cities Council of Governments and was Chair for the first 2-1/2 years.
  • Los Angeles County Integrated Waste Task Force Board Member/Alternate for the past sixteen years.
  • I served on the Los Angeles County West Vector Control Board for ten years.  The board administers programs for the control of mosquitoes, midges, ticks, and killer bees and has an education program for public health issues.
  • I am currently the vice chair of the MTA South Bay Sector Governance Council.  The Council has been studying route cuts and changes because of reduced budgets.  I have fought hard to maintain our routes but the 444 line will be terminated at the Artesia Transit Center in December and will be designated as the 344 line after it is truncated.
  • I am an Alternate Board Member of the Inland Empire Composting Authority that has designed and built the largest indoor composting plant on the West Coast.  IERCA is a joint venture between the Sanitation Districts of Los Angeles County and the Inland Empire and is located in Rancho Cucamonga.

I am also:

  • The immediate Past President of the Palos Verdes Sunset Rotary.
  • A docent member of Los Serenos de Point Vicente.
  • A member of the South Bay Mustang Owners.  I restored my Mustang and show it at car shows.
Basically I believe that I have been fair and honest with my constituents. My phone has always been listed, my E-mail address published, a home page established on the Internet eleven years ago, and I am available to anyone with a problem. I have been retired for fourteen years and served RPV and its residents with great energy.
